This dwarfer form of Doublefile Viburnum hales from Japan. It's somewhat smaller in stature allowing it into gardens which require a bit of restraint. Another distinctive feature is that 'Watanabe' typically flowers with abandon in May but then produces white lace caps freely from then on until November. Limited but careful pruning may be required to maintain the layered effect. Removing any crossing branches and ensuring an appropriate shape is maintained. Prune after flowering in late spring.
